tune of W-algo prior to APS

 The following changes has been made to the W-algo before APS (January 2009).

The resulting W-alg version is B5.2

  1. restore cut on 1st hit Rxy (was accidentally dropped when we moved to use only prim tracks)
  2. allow for sector & run dependence of Rin & Rout (study for all TPC sectors in attachment A=Rin, B=Rout)
  3. change the first & last hit Rxy cut to be run dependent (see attachment C), change default last hit Rxy to 160 cm (was 170 cm) 
  4. apply the following exceptions for Rin=90cm, Rout=160cm cut
