EEMC P, Q, R Gains Differences for 2009 Understood

The attached report shows that the present gains for the P, Q, R layers obtained separately by IU and VU are in close agreement.  It also shows that this agreement is largely fortuitous.  The two methods pursue different spectrum fitting methods and they have adopted different (by 10%) values for dE/dx in polystyrene scintillator.  We document the results obtained by the different approaches and demonsrate the agreement and the reasons why the agreement happens to be so good.  The report concludes with an appeal to address the differences and make good physics choices on which are most appropriate.

The body of the report is of moderate length.  There are a large number of Back Up Slides to which one can refer if needed.
