Proposed bylaws changes for STAR council consideration on 28 January 2016

 
The following changes to the STAR bylaws are proposed to address three separate matters noted below.

1.  Individual membership in multiple RHIC collaborations:

To address this consideration the following changes to the bylaws are proposed as seen in the file

The proposed changes are noted in the section --

       2 Individual Membership 

The changes are noted in highlighted text in YELLOW (to be removed) and the text noted in RED (to be added).

The rationale for this proposal:

In this time of transition at RHIC for the STAR, PHENIX, and sPHENIX collaborations, membership in multiple collaborations at in RHIC are inevitable and, indeed, some present STAR individual members are also members of the sPHENIX collaboration.  Moreover, it may be helpfull for members of the PHENIX collaboration to join the STAR collaboration for the study of upcoming data.  The text in RED addresses how this should be managed in an orderly way.  Note that the council is not involved in approving the membership in multiple RHIC collaborations of STAR individual members.  This removes what could certainly be a cumbersome and unnecessary process.

The text in YELLOW will be removed because it is unnecessary.  New prospective STAR collaborators need to apply for STAR collaboration membership as outlined in the first two articles: Institutional Membership and Individual Membership.  The institution from which a new collaborator would come would need to apply for STAR Institutional Membership and be accepted as a STAR Institutional Member.  Once this is accomplished, the persons who are then Individual STAR Members from that institution will be required to inform the STAR spokesperson if they are also a member of another RHIC collaboration just as present Individual STAR Members would be so required.  Hence, this sentence is not needed.

2.  Individual Membership Emeritus:

It is proposed that a separate membership status be defined for individual members of the STAR collaboration who are, or will be named Emeritus members.   The proposed bylaws changes are seen in the NEW bylaws section --

All of #3 is new text to be aded to the bylaws.  It is intended that one of the following two versions of #3 be adopted. The difference between these two versions is seen in the RED text.

This text designates the emeritus member as a STAR author for the lifetime of the emeritus member.

Bylaws_28Jan2016_v2.pdf  
This text designates the emeritus member as a STAR author for a period of 5 years after being named emeritus with the provision that this authorship may renewed for an additional time up to 5 years by the Council.  

The rationale for this proposal:

The two wordings are proposed based on (a) the present practice (not policy), (b) the discussion of emeritus membership that took place at the June 2015 STAR council meeting, and (c) interaction with the present Individual Members Emeritus. 

3.  Reduction in author list

This proposed addition to the bylaws is seen in the following file:

The rationale for this proposal:

This proposed change to the bylaws simply codifies the practice of removing authors if the member institution fails to fulfill its shift obligations.
