New drift velocities for Run XIV

After some studies (Gene's and mine) of drift velocities with new TPC Alignment, we decided to use average drift velocities for West and East halves of TPC.
The main reason for that due to rather bad measurement of East drift velocities we cannot make a statistically significant measurement of this difference.
Drift velocities for period from "2014-03-15 19:37:58" to "2014-06-16 10:06:06" have been updated in DB (previous entries were deactivate by today date).
