TPC data volume spikes III

 I took a look at two additional points regarding the TPC data spikes.

A) The problems started, and it's history
B) The inner sector signatures vs the outer sector signatures.

The problem was present at the start of this year, but doesn't seem to be present last year.   The first run I was able to identify an issue was 20011036 (January 11th, the first day the TPC was running).

I identified candidate bad runs by the average event size of the cosmic 2 trigger:

The data from 2018 does not seem to show the same spiky structure.   I did check the few spikes here and they do not seem to be do to this run.  Most of them are either very short runs (where the first event is large due to the well known charge buildup), or some other issues:

First, I looked at the signature in the outer sectors compared to the inner sectors for the same events.   The overall signatures are the same in the inner/outer sectors, however the outersectors see the effect shifted to lower timebins by about 15 timebins.
