Proposal to record a high-statistics dataset of Au+Au at 27 GeV in run 17

At the UCLA vorticity workshop (staranalysis.physics.ucla.edu/), STAR presented preliminary results on global hyperon polarization in non-central Au+Au collisoins.  Mike Lisa's talk is posted here:

While we are presently preparing a publication, it is clear that more statistics will be needed to extract important physics.  This will mainly be done in BES-II.  Zhanbgu Xu suggested that we consider running one BES-I energy again, with sufficient statistics to identify magnetic effects, before BES-II.  He suggested to consider running this dataset in 2016 or 2017.

I told Zhangbu I'd raise the issue with the bescan and bulkcorr groups.  After some emails on bulkcorr and discussion in the working group meeting, Bill Llope asked me to prepare a "one-page proposal" for such a run, that would be a supplement/addendum/modification (?) to our BUR.  Grazyna asked also that it include some general discussion and references as well.
