STAR BES HBT paper - azimuthally sensitive HBT

This paper has had a long history, one that will hopefully end soon.

After passing through GPC review, the paper was submitted to the archive on 19 March.

The referee responded with comments on 6 May.  They were good comments, mostly about showing systematic errors, with no show-stoppers.

Nevertheless, the show stopped for quite some time.  The hold-up was due to the Ohio State group.

On 25 Oct, the OSU group has completed its response to the referee and associated changes to the manuscript.  We submitted this to the GPC, chaired by Hanna Zbroszczyk.  There is one change that was NOT requested by the referee: this is a plot of Rout/Rside and Rout^2-Rside^2 versus root(s) for STAR and ALICE data alone.  This plot adds no new data to the paper, but shows an intriguing trend (from which we draw no strong conclusions).  Roy Lacey suggested to make the figutre, and we thank him in the text.

On 10 December, the GPC approved the changes.
