As was suggested by Gene I ran three
productions with identical set up except for the following:

A) Run with the y2015a timestamp un-hacked, but use the 2014 HFT tables.
Production can be located in the following:
/star/institutions/lbl_prod/mlomnitz/GeneTests/y2015_with_SL15k_HFT2014

B) Run with the y2015a timestamp un-hacked, but use the 2014 TPC tables.
Production can be located in the following:
/star/institutions/lbl_prod/mlomnitz/GeneTests/y2015_with_SL15k_TPC2014

C)  Run with the y2015a timestamp un-hacked and with NO local
StarDb(baseline). Production is located in:
/star/institutions/lbl_prod/mlomnitz/GeneTests/y2015_with_SL15k

Surprisingly I found that both A) and B) solve the issue(?), as you can see
in the attached plot
