HFT Code Readiness

* Some of the code is in HFT development area offline/hft

   - Common base for C&S and HFT groups
   - Instructions how to use the code available in offline/hft/README.md
   - Users report/fix problems...

* Soon will have 3/4 reviews closed (currently 2.5/3)
* Can continue with official reviews for the rest of the code...
* IST-related changes (almost) ready for StEvent/StEventUtilities (feedback from Thomas, Gene)
* HFT fast simulations

   - PXL: Verified at basic level (i.e. can run it, basic Sti geometry available)
   - IST: Existing Sti geometry includes too many volumes
   - SSD: ?
   - Would be nice to produce QA/DataMon plots to verify the general integrity
