There has been a number of application for membership in STAR
Three Indian institutions application are for associated membership with NISER,
while the forth is From James Drackenberg.

There is also a suggestion change to the  bylaws in regard to associated institutions clarifying the procedure.
The suggested changes are given here and in an attached document.

Dear Council Members ~ 
 
The bylaws committee recommends the following minor modifications to the STAR bylaws to clarify the process whereby an institution that is admitted to STAR as without a council seat is later granted a seat on the council.  We believe that these clarifications will make this process straightforward and unambiguous.

Presently, the bylaws say in section I. Collaboration Membership, 1. Institutional Membership 
 
"Institutions (universities or laboratories) are admitted to the Collaboration by the Council upon recommendation of the Spokesperson(s). Normally an institution will have at least two PhDs who will be individual members of the STAR Collaboration.  Each institution is responsible for its list of members and for designating a contact person who will receive and disseminate collaboration information within that institution.”
 
and in section II. Council, 1. Membership
 
"Institutions may also be admitted to the Collaboration without Council membership. Such an institution should be affiliated with another institution which has Council membership and may be given its own Council membership at a later time by a vote of the Council.”

We propose changes to the bylaws in these two sections as follows:
 
Section I. Collaboration Membership, 1. Institutional Membership 
 
"Institutions (universities or laboratories) are admitted to the Collaboration by the Council upon recommendation of the Spokesperson(s). Normally an institution will have at least two PhDs who will be individual members of the STAR Collaboration. Institutions with less than 2 PhD individual STAR collaborators may be admitted without Council representation. (See section II.1.)  Each institution is responsible for its list of members and for designating a contact person who will receive and disseminate collaboration information within that institution.”
 
Section II. Council, 1. Membership

"Institutions may also be admitted to the Collaboration without Council membership. Such an institution should be affiliated with another institution which has Council membership and may be given its own Council membership at a later time by a vote of the Council.” 

An institution that has been admitted to STAR Institutional Membership with less than 2 PhDs working on STAR should be affiliated with another STAR institution which has Council membership and will represent the affiliated institution.  The affiliated institution may later be granted a seat on the STAR Council when the 2 PhD requirement is met by so notifying the Council chair who will put the matter before the Council for consideration and approval."
