a) Council chair election
The Council chair election will take place at council meeting during the upcoming STAR collaboration meeting. The nomination committee received a number of nominations and we are delighted to announce that two councilors has accepted to stand for election. They are Jana Bielcikova , Nuclear Physics Institute of the Czech Academy of Sciences and Frank Geurts, Rice University . They have provided statements that are posted on this page.

b) proposed publication policy changes

In July 2020, there were some postings on Starpapers-l about issues with the author list that is included in papers that are distributed to the collaboration for comment or institutional review or for publication.  (To follow the exchanges on this issue use this link and look at the postings for the paper #289 posted initially by Helen Caines.)  The issues were that the author list included in this paper was not current, and it was asserted in several postings, that this was not an isolated incident and that it was frustrating to people reading the papers to find that the author list was wrong.  Eventually the PAC, Rongrong Ma, and the spokespersons, Helen and Lijuan, proposed a solution.  You can see that proposal about 10 postings from the bottom of this page by Rongrong.  Soon thereafter, this was put into place as represented in the modified Author tools.  The decision was then posted to Starpapers-l in August (see the posting by Rongrong as the fifth thread on this page.)  There was no opposition to this from the collaboration.
 
It seemed appropriate that the Publication and Presentation of STAR Results should reflect these modifications in practice and I have drafted such modifications to the Policies.  These are found under "Policies", section 14 that pertains to the work of the GPC as shown below in the attachment.  All of this section is included in the attachment for context and the subsections that are modified are clearly noted.  These changes are submitted to the Council for approval at our upcoming Council meeting on 22 September. 
 
Two other minor proposed changes unrelated to the former are seen below those for section #14. These changes are proposed to make the Policies gender neutral.  These too are submitted for Council approval.
 
The last revision to the Policies was adopted in October 2013.



c) Proposed changes to bylaw regarding new groups in star, and evaluation of activities in STAR

Declan send the following to council as summary of commitee work.

I'm writing to communicate recommendations from the ad hoc committee to Evaluate STAR Membership Policy (ESMP).  This committee was appointed by Olga in response to discussion at the last meeting of the Council.  The members are Olga Evdokimov, Tetyana Galatyuk, Declan Keane (chair), Don Koetke, Rosi Reed, Flemming Videbaek, and Nu Xu. 

 

The three charges to the committee are to evaluate STAR membership policy with respect to the following:

1) Optimal integration paths for new groups in STAR.

2) Evaluation of possible term membership implementation for all groups/ end-of-participation policy / temporary "on hold" membership scenarios evaluation.

3) STAR membership policy for sPHENIX era.

 

The committee has proposed a set of amendments to the Bylaws that reflect our consensus on dealing with charges #1 and #2 above.  The proposed Bylaws with amendments can be found at

Regarding charge #3, we recognize that STAR cannot unilaterally decide many of the relevant issues concerning dual membership.  Therefore, we proposed a set of ideas to get the wider discussion under way.  These ideas are set out in the attached file that Olga circulated some weeks ago, and which have already been discussed on this list. "
