Run 16 EMC AuAu 200 GeV timing scans

Here is some analysis of the Run 16 AuAu EMC timing scan

taken ~ 18:30 on Thursday 4 February during STAR setup,
Run # 17035123 with "cal_scan" is used to generate input for
the gnuplot scripts as used in recent years.

BTOW: the plots for crates 0x01-f and 0x10-e are appended below.
      There continues to be some scatter of fitted crate optimal phase
      values as in the past (e.g., never aligned better than ~ 1-2ns).
  
      0x01-f average: 122.06
      0x10-e average: 122.3

      BTOW average: 122 ns -- take as new phase setting for AuAu

      (note: the setting at the end of Run 15 was 121 ns -- very
      small timing change and arguably within errors).

ETOW: the composite crate plot for etow is appended below.
      compared to previous years, noise om crate #4 reduced

      ETOW average" 105 ns -- e.g., re arrow in plot
      (e.g., this is roughly 59% of fwhm envelope of crate scans as used
       in past)

      (note: the setting at the end of Run 15 was 103 ns -- small timing
      change seen for ETOW).

ESMD: overall scan is quite jagged (old peds and 2 mis-behaving boxes)
            -- under analysis to see what can be recovered.

            Given EMC towers are relatively stable, ok to set as last year
            ESMD : 66ns -- should be close.

BSMD: not scanned .., previously used values should be ok as timing
            response quite broad.
