 There are two applications for institutional membership w/o council representation, namely from Evan Finch SCSU
and Jim Drackenberg Lamar. Their respective applications are attached.

The council meeting agenda for 28 January 2016 contains an item on proposed changes to the STAR bylaws.  

There are three changes proposed which address three issues.

1. Concurrent membership in multiple RHIC collaborations.

2. The Individual Member Emeritus designation.

3. A reference to the author reduction policy that is in place.
