fixing "fixed" AV in the DB for Au+Au 11 GeV dataset

DB fixes for Au+Au 11 GeV were done by Jie and Gene. I have found few cases when decision what to do with problematic entry was not correct.

Determining Status Tables for Prompt Photon Simulation

BEMC status was queried every hour during the extent of the st_gamma data production stream (10125059 - 10181005) using the StBemcTablesWriter (in StEmcUtil/database).

Description

Mid-rapidity photon simulations for spin physics.  This request is documented at: http://drupal.star.bnl.gov/STAR/system/files/gammaFilterDoc.pdf  It consists of ~25 pb^-1 signal and ~2 pb^-1 QCD background samples, generated in 9 hard-scattering transverse-momentum intervals, covering 2 - inf GeV/c.  It is to be carried out at the MIT cluster via grid-submission (and marked as high priority for this reason).
